Here are two cities that made the list:

1. Rochester, New York. This city's metro area has a population of 1,054,323 and an unemployment rate of 8 percent, claims Kiplinger. Consequently, with a median household income of $51,434, the cost-of-living index rates this city a 98.6.

2. Des Moines, Iowa. A smaller city, there are only 569,633 residents in the greater metro area. However, with a low unemployment rate of 5 percent, median household income of $57,185 and a cost-of-living index score of 91.3, there's plenty of promise for this Midwestern metro.
